Who he is

Lucas Cayler represents Idaho House District 11B in Caldwell as a Republican. He shares the District 11 House delegation with Kent Marmon, whose election arc is documented in detail at the Marmon dossier as the cleanest case study of how the IFF / Citizens Alliance / YAL / Pruett-network operation moves a candidate end-to-end.

Cayler and Marmon vote near-identically on contested floor calls. The Idaho Dispatch propaganda site has featured Cayler in its long-form interview series.

Same district, same script

The District 11 House delegation pairing of Cayler and Marmon produces one of the cleanest paired-vote signatures in the Idaho House. They were placed in the same cycle, by the same network, voting against incumbents who were no longer aligned with the IFF position. They were boosted by the same outside-Idaho funding pipeline. They vote together on contested bills.

Marmon’s election arc is the case study. Recalled from Caldwell City Council in 1987 (71 percent against). Lost four straight Republican primaries between 2010 and 2022. Won in 2024 against incumbent Rep. Julie Yamamoto with three times the prior cycle’s money. Now scores 94.8 percent on the IFF Freedom Index. The full case study is on the Marmon dossier. The mechanism that cleared the path for the Marmon win was the John Heida-operated Stop Idaho RINOs smear campaign against Yamamoto, built around a manufactured “porn in libraries” controversy. The same propaganda apparatus that delivered Marmon’s seat is the apparatus Cayler benefits from.

Who funds him

Per the Idaho SOS Sunshine campaign-finance database, Cayler’s $500-or-more donor list for the 2024 Republican primary includes:

  • $1,250 self-fund (Lucas Cayler)
  • $1,000 Amaris Dudgeon
  • $1,000 Colleen Lorenz
  • $1,000 Levi Lorenz
  • $1,000 Craig Sjoberg — also gave $500 to Marmon’s 2022 D11A campaign. Same donor backing both halves of the D11 pair.
  • $1,000 Cobalt Truck Equipment
  • $1,000 Daniel Duncan
  • $800 Carol Thornburg
  • $500 Think Liberty PAC — IFF-aligned PAC vehicle

The IFF leadership donor names that anchor the broader network — Doyle Beck, Bryan Smith, Brent Regan, Smith Driscoll & Associates, Stefan Gleason — are not among Cayler’s $500-or-more direct donors. The network funded Cayler’s seat through the broader infrastructure: the Yamamoto-clearing smear apparatus, the IFF endorsement, the IFC-aligned PAC giving (Think Liberty PAC), and shared-donor giving from network-aligned individuals (Craig Sjoberg appears on both D11 candidates’ donor lists).

The funding pipeline

Citizens Alliance of Idaho PAC backs the Idaho Freedom Caucus-aligned bloc Cayler votes with. Per Steve Taggart’s April 7, 2026 Political Potatoes investigation, CAI is 99.72% funded by the national Citizens Alliance PAC out of Fairfax, Virginia. The national PAC is over 72% funded by POM of Pennsylvania, LLC, a company that manufactures gaming machines marketed under a “skill” classification and is currently being sued by the Pennsylvania Attorney General for using that classification to circumvent state gambling laws.

Idaho banned similar machines in 2015.

Citizens Alliance of Idaho PAC, the funding vehicle backing Idaho Freedom Caucus-aligned candidates, is 99.72% funded by national Citizens Alliance PAC, which is over 72% funded by POM of Pennsylvania, LLC, currently being sued by the Pennsylvania AG over its 'skill' gaming machines.

Where he sits in the network

Cayler is the running-mate seat in the District 11 placement that Marmon’s case-study arc documents end-to-end. The State Freedom Caucus Network under Maria Nate, wife of IFF President Ron Nate, supplies the operational whip. The Idaho Freedom Foundation publishes the Freedom Index that grades the votes. The Pruett propaganda network — Honor Idaho, Idaho Dispatch, Keep Idaho Free, GregPruett.com — runs the bill-by-bill framing and the smear-campaign apparatus that cleared incumbent Yamamoto. The Citizens Alliance pipeline funds the primaries. Cayler is a node in that operation.
